Rape is rape. Excuses shouldn't be tolerated and there should be responsibility instead of blame.
It's not about having the rights to dress promiscuously. (Some rape victims don't even dress promiscuously. Some of them are even little girls and boys) It is about changing the mindset of "not getting raped" to "don't rape".
